18.03.24: Ph.D. Workshop

The PhD Workshop will take place on Monday, 18th of March.
Kick-off is at 09:00 in Room 2100!

The workshop aims at encompassing PhD students at any stage, whose research is relevant to the intersection of planning, law, and property rights. PhD research should be interdisciplinary across two out of three PLPR’s themes.

Highlights:
- mentoring from experienced researchers
- clarifying key questions about your PhD project
- social and networking with your peers in the workshop

Application procedure:
The application period has already ended. The PhD workshop is an extension of the PLPR Conference – not a stand-alone event. Only PhD students whose abstract has been accepted for the main PLPR conference are eligible for the workshop.

19.03.24: Conference introduction - Welcome Keynote

The conference will kick off the day after the PhD-workshop on Tuesday, 19th of March with a Keynote on "Urban Planning in the City of Munich" held by Jacqueline Charlier, the deputy to the head of the Municipal Planning and Building Control Office of the City of Munich

Jacqueline Charlier has studied law at the University of Regensburg. She has been working with the City of Munich for almost 22 years in various positions and is now working as Deputy Director of the Department of Urban Planning of the City of Munich

19.03.24: Panel Discussion: Land Policy in Munich

This conference talk will elaborate on current opportunities and challenges for land policy in Germany and particularly in Munich. While Munich's housing situation can be characterized by a strong demand surplus and high rental and purchase prices, resulting in high costs of living, it also has a strong tradition in innovative thinking and action with regard to social land policies. The panel will evaluate the current situation and potential ways ahead in terms of policy and research.

Head of the Chair of Urban Development at the Technical University of Munich

Prof. Alain Thierstein studied Economics at the University of St. Gallen.
From 2010-2015 he was Director of the Institute for Urban Development and Housing (ISW), Munich.
Since March 2005 he has been Professor at the Chair of Urban Development at TU München, Department of Architecture

Elisabeth Merk

Prof. Dr. Elisabeth Merk

Head Director of the Department of Urban Planning of the City of Munich

Prof. Dr (Univ. Florence) Elisabeth Merk, architect, has been Munich's Head Director of the Department of Urban Planning of the City of Munich since 2007. After working as a freelancer and completing further studies in Florence, she was responsible for urban design, urban monument preservation and special projects in Munich and Regensburg from 1995 to 2000. From 2000-2005 she was Head of the Urban Planning Office in Halle/Saale. Elisabeth Merk was a professor at the HfT Stuttgart from 2005-2007, and has been an honorary professor there since 2009. She was President of the German Academy for Urban and Regional Planning from 2015-2022 and she is an honorary professor at the Technical University of Munich since 2020.

Stephan Reiß-Schmidt

Former City Director to the City of Munich


Stephan Reiß-Schmidt, graduate engineer, former city director, is a freelance consultant and author for urban and regional development. He is co-chair of the Land Policy Committee of the German Academy for Urban and Regional Planning (DASL) and co-initiator of the nationwide BÜNDNIS BODENWENDE. From 1996 to 2017, Stephan Reiß-Schmidt was Head of the Urban Development Planning Department at the City of Munich and, from 2000, Chairman of the Expert Commission on Urban Development Planning of the Association of German Cities.

20.03.24: Keynote - Property valuation regulations in Germany

On Wednesday, 20th of March Dr. Daniela Schaper will present a Keynote on "Property valuation regulations in Germany. In search of standardisation to improve market transparency"

Dr. Daniela Schaper
Dr. Daniela Schaper is a publicly appointed and sworn valuer, lecturer, author and editor of the journal „GuG Grundstücksmarkt und Grundstückswert“ (Property Markets and Property Value). She is a member of the Land Valuation Board in Munich and of the Upper Expert Committee for Property Values in Bavaria. As a member of a task force at the Federal Ministry of Housing, Urban Development and Construction she participated in the development of real estate valuation guidelines.
Daniela Schaper studied business administration at the Ludwig-Maximilians-Universität in Munich, has a post-graduate degree in property valuation and completed her doctorate at the Albert-Ludwigs-Universität in Freiburg on the valuation of nursing homes and sheltered housing for senior citizens.
